Johnson has worked in top management positions for the city since October 2003.
Bruce Johnson, a top city official since 2003, officially stepped down this week. He was most recently chief of staff. Prior to that, he was acting city manager and also the city’s chief financial officer. Johnson, who lives in the Beverley Hills neighborhood, has worked for the city since October 2003. Initially, he served as the director of the Office of Management and Budget, and was promoted to the position of CFO in February 2009. He told Patch late last year when he took on the acting city manager position that he would likely scout around for a new job, possibly as an adjunct professor in public policy administration. He and his wife, who he met while they were attending Duke University, raised three children in the city, all of …

New Alexandria city manager talks of his 'wealth of experience' and his focus on the budget.
New Alexandria City Manager Rashad Young characterizes his transition into his job as “fast and furious” with a focus primarily on creating a city budget for fiscal year 2013. But in the process, Young is taking time to get to know the ins and outs of the city by attending things like police roll calls and city board meetings. On Monday night at Mount Vernon Community School, Young met with the Del Ray Citizens Association—his first meeting with a citizens' group in the city. Young spoke of his “wealth of experience” in serving different communities in Ohio and North Carolina and fielded questions on everything from equipping public safety personnel to supporting the arts in the city. He said he was drawn to Alexandria by many factors, …

Rashad Young takes the reins from Acting City Manager Bruce Johnson.
Rashad Young is gearing up to take on his new role as Alexandria’s city manager on Dec. 12. He will have to hit the ground running. Young, 35, will face a growing city with a projected $14 million budget shortfall. Young sees two significant issues that will “drive a lot of the decision making and drive a lot of the perspective about individual projects and issues and issues around growth and development,” he said. He is leaving a similar role in Greensboro, N.C., for his new gig, and he said he’s eager to examine “what is unique and special about Alexandria” in terms of protecting and preserving the historic community while balancing the drive for growth "in terms of population and land use.” “One thing that is obviously most pronounced …

City staff said the plan is not financially or legally sound.
The waterfront redevelopment strategy presented by Citizens for an Alternative Alexandria Waterfront Plan is neither financially feasible, legally defensible nor responsive to change, according to a new City of Alexandria assessment (pdf). The CAAWP proposal at a price tag of up to $109 million would cost twice that of the city’s draft waterfront plan, said Acting City Manager Bruce Johnson at City Hall on Monday. “We don’t think that’s financially feasible considering the city’s financial outlook for the next decade,” said Johnson, who previously held the title of city chief financial officer. He characterized the group’s plan to minimize costs as “deficient” and said potential revenue from a suggested museum is “drastically overstated.” …

Modern facility also houses city's new Department of Emergency Communications.
The Alexandria Police Department officially pulled back the curtain on its new headquarters Wednesday morning during a ceremony at the $81 million building located at 3600 Wheeler Avenue. Alexandria Mayor Bill Euille called the bold new structure “an iconic building” along the lines of City Hall and the George Washington Masonic Memorial. The 124,000-square foot, four-story building will house 441 police employees and 55 workers of the city’s Department of Emergency Communications, a new office established this year that consolidates the emergency communications functions of the police and the fire departments. “This modern, world-class facility reflects the efforts of many people,” Acting City Manager Bruce Johnson said, adding that he …

Bruce has been extraordinary, and he will be missed. The City will continue to be exceptionally well-served by Laura Triggs. The City is lucky to have the professional staff it does, particularly in light of white-collar salaries that are 15-20% lower than Federal pay for comparable positions, and what have become less attractive and more costly retirement benefits.   more ›
