Council Overturns BAR Decision Concerning Windmill Hill Park Fence

Council opts for nautical fence but puts emphasis on replacing unstable bulkhead.

Alexandria City Council overturned a decision by the city’s Board of Architectural Review on Saturday, approving the construction of a nautical post and rope fence at Windmill Hill Park as opposed to a BAR-endorsed split-rail fence. The fence would be designed to prevent park visitors from walking on an unstable and deteriorating bulkhead along the Potomac River. While council sided with the petitioners, the discussion in City Hall focused more on the state of the bulkhead and what needs to be done to replace it. The opposition wasn't very well organized. You really should have focused more on the Democratic primary. Once your candidates (except one) lost the election was a fait accompli. And the simple fact is that the waterfront plan really isn't that much of an issue outside of Old Town. If it is, you're on the wrong side of it, based on both the primary and the general election.   more ›

Alexandria Council to Decide on Final Fate of a Fence

Saturday's docket includes addressing whether there should be a fence around the Windmill Hill bulkhead and what it should look like.

Council members on Saturday are expected to decide the final fate of a fence. They are slated to address what to do with a proposal for placing a short-term safety fence around the Windmill Hill Park bulkhead along the Alexandria waterfront. The city sought public comment on five fence styles earlier this year for the structure that city staff say would have about a five-year lifespan. Some community members let it be known through a city-sponsored poll and public comment that a nautical rope fence with an approximate cost of $32,000 was the top choice with the runner-up a split rail with a pricetag of $8,500. Other options included a post-and-wire with a cost of $16,000, ornamental aluminum ($34,000) or Kentucky board ($16,000). There …
